From 1 July 2026, the Netherlands introduces the vrachtwagenheffing — a distance-based truck toll for N2 and N3 vehicles with a technical maximum mass above 3,500 kg. It applies to Dutch and foreign hauliers alike, whether the truck is loaded or empty, across nearly all motorways and selected provincial and municipal roads.
To drive legally, operators need a contract with a registered service provider and an on-board unit (OBU) that records the kilometres driven. Driving without a working OBU can result in fines — even on roads where no toll applies — so being properly prepared matters.
The scheme also supports the shift to cleaner transport, with provisions for zero-emission trucks and charging infrastructure.
